"You can assign a local number to any long distance number. Call that local number from your phone (land or mobile), and it will charge you Jajah prices for the call. You can use it from anywhere! - Being able to call any number as a local # is a HUGE plus. I know tons of people here who would love to be able to call home for cheap, from their cell phone, especially. And with this feature, this is more than possible - it’s easy. The mobility of it makes a great option for travelers, as well as people that want to call mobiles in other countries in Europe, which is super super expensive. Maybe give Barack Obama a call, whomever he is.

This is a nice selection of VoIP services for the iPhone by Kevin C. Tofel at WebWorkerDaily:

Second, only the 'middle' part of the call is done over the Internet.
